Antônio Carlos de Mello Rosa

Lead, Stakeholder Engagement and Technical Assistance

As Brazil’s Country Lead and Co-leader of the Technical Assistance to Governments Practice Group, Antônio Rosa has led Verité’s initiatives in Brazil since 2022. During this time, he directed the Cooperation on Fair, Free, Equitable Employment (COFFEE) Project, developing and implementing the COFFEE Toolkit, and piloting projects in Brazil, Colombia, and Mexico.

Antônio leads HRDD system implementation in the Carnauba wax sector, developing compliance tools and training materials for producers and workers. His research spans multiple Latin American production chains, including cocoa, coffee, palm oil, and sugarcane.

In 2019, Antônio founded Instituto Trabalho Decente (ITD), a Brazilian civil society organization promoting decent work. During his three-year tenure as president, he conducted extensive human rights and labor rights research and piloted an innovative due diligence system in the orange juice sector. This pilot included grievance and remediation mechanisms implemented by a small producer cooperative.

Prior to founding ITD, Antônio spent over 15 years with the International Labour Organization (ILO) in Brazil, coordinating international cooperation projects across the region.
