It identifies key indicators of forced labor—including deceptive recruitment, excessive working hours, and isolation at sea—driven by high recruitment costs and weak oversight. Drawing on interviews and field evidence, the report highlights how complex supply chains and limited worker protections perpetuate exploitation.
